Is Laos a safe place to travel along?
I'm planning to travel from Chiang Rai,Thailand thru Laos and visit Xishanbanna, Yunna China. Are there buses or boats available? And are they safe?

Yes, Laos is a quite safe place to travel along. You just have to be careful when you travel, just like traveling to any other countries. You can take a bus or train from Chiang Rai to Bangkok then Bangkok to Nongkhai and when you arrive to Nongkai, you can then easily take a bus to Vientiane, Laos. I would recommend taking a train(sleeping class) from Bangkok to Nongkhai, it is about 12 hr ride and it would cost you around USD $20-30. From Nongkhai to Vientiane, Laos, it is about 30mn ride.
