What does the buddha hand gesture mean? (pic included)?

im writing about laos and i wanna know what the gesture means. and im Laotian but i don't really know what it means for some reason.
This is the gesture the Buddha makes when teaching. It is often interpreted as turning the Wheel of Dharma - the Buddha's teachings.
The hands are held level with the heart, the thumbs and index fingers form circles.
