Hey, the best place to tube in Laos, and most popular is in Vang Vieng. I am sure you've heard how it' done...basically you get up in the morning, they pick you up, drop you at the top of the river, and you spend the day slowly drifting about and drinking beer at various stops.
Sorry, I don't know what's the best business to use. I only stayed for a day there, and it was to visit the caves.
Try Vang Vieng Guest House, that's literally what it's called. THe proprietors there also own a bridge that links to many of the popular caves.
